Lt. Frank Fitzpatrick


Lieutenant Fitzpatrick began his law enforcement career in 2006 after graduating from the Boston Police Academy. He was initially assigned to the Patrol Division in a uniformed capacity. In 2008, Lieutenant Fitzpatrick was reassigned to the Detective Division, and specifically into the Substance Abuse Unit. As a member of the Substance Abuse Unit, Lieutenant Fitzpatrick was involved in hundreds of arrests both within Andover as well is in the surrounding communities. Lieutenant Fitzpatrick was involved in the seizure of illegal narcotics, currency, and firearms, and also took part in numerous undercover narcotics transactions. As a result, Lieutenant Fitzpatrick and his partner were awarded with the 2011 Lawrence Exchange Club “Police Officer of the Year” for the Andover Police Department, The Andover Police Department’s “Robert T. Black Award” for 2011, and a New England Narcotics Enforcement Officers Association “Special Achievement Award” in 2012. Although his primary function as a Detective was narcotics enforcement, Lieutenant Fitzpatrick also became one of the department’s fingerprint/crime-scene processors.

In 2013, Lieutenant Fitzpatrick was promoted to the rank of Sergeant and served as the Patrol Supervisor on the 5pm to 1am shift until his promotion to the rank of Lieutenant in 2016. Lieutenant Fitzpatrick was also a member of The Northeastern Massachusetts Law Enforcement Council (NEMLEC) Regional Response Team from 2008 to 2018, where he served as the Officer in Charge of the NEMLEC ATV Unit. During his time on the NEMLEC RRT, he responded to many neighboring communities to assist in person searches and crowd control measures. In addition, Lieutenant Fitzpatrick was deployed to two Presidential Inaugurations as well as to Boston and Watertown in the wake of the Boston Marathon bombings in 2013 as a member of the NEMLEC RRT.

Lieutenant Fitzpatrick holds a BA degree in Political Science from Merrimack College and a MS degree in Criminal Justice from Anna Maria College. He is a graduate of the Northwestern University’s School of Police Staff and Command and has completed the FBI LEEDA’s Leadership School Trilogy.

Lieutenant Fitzpatrick resides in Andover with his wife and their two children.
