Permanent Town Building Advisory Committee
The committee provides advisory support and makes recommendations to address the requirements and needs of all municipal buildings, including school buildings, in the Town of Andover. The committee shall work with the Town Manager and his/her designees to help oversee major building design studies and construction projects having expected aggregate costs exceeding two million dollars. The committee is comprised of five regular members appointed for three-year terms and two or more temporary members appointed to serve during specific projects.
The committee shall consist of five regular voting members, all serving without compensation. The Town Manager shall endeavor to appoint, to the extent possible, individuals having practical experience and skills and professions that concentrate on the design, construction, management and/or financing of commercial/institutional buildings such as architects; civil engineers; structural engineers; mechanical, electrical and plumbing engineers, building contractors, project managers, property managers, attorneys and building tradespersons, none of whom serve on other regulatory boards within the Town. All regular members shall be residents of the Town of Andover. All regular members shall be appointed for three-year terms by the Town Manager subject to approval by the Board of Selectmen.
For each municipal project, two temporary members shall be appointed who are members, professional employees of the Town, and/or designees of the appointed or elected board or committee sponsoring or requesting a construction or major maintenance project, or in the case of major maintenance initiated by the committee itself, the board or committee whose facility would be the recipient thereof. The temporary members shall be appointed at large for one-year terms by the Town Manager. Temporary members shall have the right to vote on the activities of the committee only with respect to the particular project for which such member was appointed. Depending on the size and scope of the proposed project, additional temporary members associated with the project may be appointed.
