Paying Taxes & Bills

The Collector/Treasurer’s Office is responsible for the collection of all monies due to the Town, and is located on the 2nd floor of the Town Offices at 36 Bartlet Street. Payments can be mailed to the address on the bill, made at the Collector/Treasurer’s Office (8:30 am to 4:30 pm, Monday-Friday, except holidays), or dropped off after hours in the white mailbox located in the circular driveway in front of the Town Offices.

Real Estate & Personal Property Taxes

Real Estate & Personal Property taxes are collected quarterly on the following schedule:

Quarter Issue Date Due Date
1st July 1st August 1st
2nd October 1st November 1st
3rd January 1st February 1st
4th April 1st May 1st

The first two quarterly bills issued will be based on an estimated amount of no more than one quarter of the net amount assessed for the previous fiscal year (The Town’s fiscal year runs from July 1st to June 30th). The 3rd Quarter bill issued on January 1st lists the total tax, plus any special assessments, less the estimated amount. The balance of the estimated and actual amounts is divided between the 3rd and 4th Quarter bills.

The Town only mails bills to the property owner. If a bank or mortgage company pays the taxes from an escrow account, it is the property owner’s responsibility to forward the bill to them..

If a bill has been lost or has not been received prior to the due date, please contact the Collector/Treasurer’s Office to request a copy. It is also suggested that the Assessor’s Office is notified of any changes of ownership.

Water & Sewer Bills

Andover is divided into six billing sections for water and sewer bills. The property owner will receive two billings per year, which are due no later than 30 days from the date of mailing.

Motor Vehicle Excise Taxes

Auto excise tax bills are mailed out in March of each year. Payments are due no later than 30 days from the date of mailing.

Parking Tickets

Parking tickets should be paid (and must be received) no later than 21 days after issuance in order to avoid additional charges.
