Franciscan Overlay District
In 2004, the Town of Andover began to address the creation of a Master Plan. Part of that effort involved issues relating to residential zoning. One specific geographical area between the Merrimack River and River Road includes the Franciscan Center and other institutional uses, along with an adjoining residential zone. The Andover Planning Board and the Board of Selectman have formed an Overlay District Task Force to investigate how to define what land use patterns might best serve the principles of the Master Plan. The Task Force's first response is to ask anyone interested in this area to suggest land use options that seem the most appropriate. It will then take that input and draft an Overlay District which can be brought before the various town boards and the public at large. For those interested in this subject, now is the time to participate in this community conversation.
