Selectmen and Town Manager

The Town of Andover elects a five member Board of Selectmen to staggered three-year terms. The Board generally meets twice a month on a Monday evening. Daniel H. Kowalski

Daniel H. Kowalski, Chairman: dkowalski@andoverma.gov

Dan was first elected to the Board of Selectmen in March of 2012. Dan holds a BS degree in Computer Engineering from UMass Dartmouth. Dan is married to Kristin (Monahan) Kowalski and has two daughters, Emily and Grace, who attend Andover Public Schools. Danís public service includes serving on the South School Council, South School PTO as VP and co-President, Andover Youth Foundation Board, Andover Finance Committee and has coached soccer for Andover Soccer Association. Professionally, Dan has worked for IBM for over 22 years; most recently focusing in the area of internal application and process controls. Dan also has over 15 years part-time law enforcement experience and holds the professional designations; Certified Fraud Examiner (CFE) and Certified Information Privacy Professional/IT (CIPP/IT).

Mr. Kowalskiís current Selectman term ends in March 2015.

Brian Major

Brian P. Major, Vice Chairman: bmajor@andoverma.gov

Brian was first elected to the Board of Selectmen in March of 1997. He and his wife Margaret have four children in the public schools: Rachel, Danielle, Brendan and Nicole. Brian is a Master Black Belt / Program Manager for Philips Healthcare headquartered here in Andover, Massachusetts. He has a Bachelors and Masters of Science in Industrial Engineering, an MBA and Masters certifications in Project Management, Six Sigma, Facilitation and Lean Manufacturing. He was a charter member of the Andover Youth Council from 1994-1997. Additionally he coaches the Andover Youth Wrestling program and is the Cubmaster for Cub Scout Pack 76.

Mr. Majorís current Selectman term ends in March 2015.

Paul Salafia

Paul was elected to the Andover Board of Selectmen in March of 2011. Paul served on the Andover Planning Board for 17 years and has also served as Andoverís Commissioner to the Merrimack Valley Planning Commission, the Andover Council on Aging, the Town Yard Task Force, member of the Andover Rotary Club, Andover Historical Society, Service Club of Andover, Lawrence Boys and Girls Club Director, Northeastern University Advisory Board as well as the Lanam Club board of directors. Paul is a father of 2 boys, a grandfather of 5 and resides with his wife Margaret on the former Walnuthurst Dairy Farm on South Main St., in Andover.

Mr. Salafia's current Selectman term ends in March 2016.

Alexander J. Vispoli

Alexander J. Vispoli: avispoli@andoverma.gov

Alex was first elected to the Board of Selectmen in March of 2004. Alex is a member of the Massachusetts Selectmen's Association (MSA) Executive Committee and is the current MSA representative for Essex and Middlesex Counties. He is also a member of the Massachusetts Municipal Association (MMA) Board of Directors and a member of the Governor's Local Government Advisory Commission. Alex's community service includes volunteering for Boy Scouts, coaching Andover Youth Sports, a member of The Knights of Columbus and Service Club of Andover. Ann and Alex live on Alison Way and have four children.

Mr. Vispoli's current Selectman term ends in March 2016.

Mary T. O'Donoghue

Town Manager Reginald S. Stapczynski

Reginald "Buzz" Stapczynski was appointed Andover’s Town Manager in 1990. He has a Master's in Public Administration from the University of Kansas and a Bachelor's degree from the Catholic University of America in Washington D.C. Prior to coming to Andover Buzz was the Town Manager in Wilmington, Massachusetts for 9 ½ years. He also served as Wilmington's Assistant Town Manager for several years. Buzz resides in Andover with his wife Sandy and his two sons.

Assistant Town Manager Steven S. Bucuzzo

Steve Bucuzzo was appointed Andover's Assistant Town Manager in June, 2001. He holds a Master's degree in Public Administration from Northeastern University, and a Bachelor's in Political Science from the University of Massachusetts-Lowell. Prior to coming to Andover Steve served as Town Administrator for Rockport, MA; as Budget & Management Assistant for Wellesley, MA; and as a Non-Commissioned Officer in the United States Army Airborne Infantry. Steve lives in Haverhill with his wife Lynette.
