[ARCHIVED] Notice Regarding Elm Street Project


Dear Residents,

We have heard concerns raised at the Board of Selectmen meeting on 12/18/2017 about the Elm Street project. As you know, the Stonehill at Andover project will bring 96 units of assisted living to Andover, and it is one of the larger construction projects currently underway in town.

Given the scope and magnitude of this project, communication with the public – especially the abutters – has been of the utmost importance. It has been suggested on social media forums that the town is not enforcing the special permit. The Town of Andover is diligent in ensuring that the contractor, Dellbrook | JKS, is following all of the terms and conditions of its special permit.

The Town of Andover would never allow construction or other activities that caused dangerous, hazardous, or harmful conditions for our residents. It is understandable that some residents may be unhappy that construction activities like blasting and excavating are occurring near their homes. Thankfully, the blasting is expected to be over in January, weather permitting. The following points are offered to demonstrate how the Town of Andover is addressing these concerns:

· The Town publishes a weekly update regarding this project on the Town web site. Here is the link:

· The blasting company sends a notification email to neighbors each day to notify the timing of the blast.

· Blasting is being conducted on site by a certified blasting company under a permit by the Andover Fire Department.

· Fire Department personnel, including Chief Michael Mansfield, have been on site during all blasting activities, every day.

· The State Fire Marshal’s Office has been on site, reviewed the activities, and found them to be in compliance with state law.

· Blasting being conducted is approximately 50% below the allowable decibel level, as per state regulations.

· There is smoke associated with each blast and this is typical for a blasting operation. Heavy blasting mats and other coverings are used to drape the blast site each day to contain rock debris.

· The Andover Building Division is enforcing the special conditions and has daily contact with project representatives.

· The construction site will be completely shut down on 12/25 and 12/26 and 1/1 and 1/2.
