Town of Andover Designated as “Red” - High Risk Community

As of December 10, 2020, the Town of Andover will be designated a “red” community, or a high risk community as classified by the Massachusetts Department of Public Health.
Andover is one of 158 communities in Massachusetts designated as a “red” community. Andover’s Red Designation is based on the positivity rate for COVID-19 tests taken over the last 14 days. 5.2% of COVID-19 tests for Andover residents were positive. A 5% positivity rate moves a community to “red”.
Daily Case Counts & Communications
The town will continue to release daily case counts at www.andoverma.gov/cornoavirus. In “red” designation, the town will issue email updates twice per week.

Masks, Social Distancing, Hand Washing
The Andover Health Division reminds everyone about COVID-19 best practices including facial coverings, social distancing, and hand-washing.
- Wear a face covering, except when eating or drinking.
- Wash your hands frequently with soap and water.
- Practice social distancing and maintain six feet of distance from others.
Restrictions for Businesses, Gatherings, Events
This designation will not result in any specific restrictions, as the entire state will be rolled back to Phase 3, Step 1 of the Re-Opening Plan as of December 13, 2020.
Effective December 13, all cities and towns in Massachusetts must follow the following restrictions:
- Outdoor gatherings at event venues will be limited to no more than 50 people
- Hosts of outdoor gatherings of greater than 25 people will be required to provide advance notice of the gathering their local board of health
- Indoor theaters and performance venues and higher contact indoor recreation businesses will be required to close to the public
- Outdoor theaters and performance venues will be limited to 25% capacity, and no more than 50 people
Capacity will be reduced from 50% to 40% for the following sectors:
- Arcades/Indoor and Outdoor Recreational Businesses
- Driving and Flight Schools
- Gyms/Health Clubs
- Libraries
- Museums
- Retail
- Offices
- Places of Worship
- Lodging (common areas)
- Golf facilities
- Movie Theaters (Maximum 50 people per theater)
This new capacity limit will not apply to sectors that do not currently have a percentage-based capacity limit, including restaurants, laboratories and close contact personal services.
Restaurants and Venues
The Administration also announced new guidelines for restaurants and other venues with seated dining, including:
- Patrons must wear masks at all times except when eating and drinking
- Restaurants must seat no more than six patrons per table
- Restaurants must impose a 90-minute time limit on tables
- Musical performances at restaurants will no longer be permitted
- Food court seating must be closed in malls
Customers are encouraged to dine only with members of the same household.
Offices and Gyms
The Administration announced new guidelines for workplaces and gyms, including:
- In offices, employees must wear masks at their place of work when not in their own workspace and alone
- Employers are encouraged to close or limit the use of break rooms
- Patrons must wear masks at all times in gyms

Town of Andover Closely Monitoring Spike in COVID-19 Cases at Atria Marland Place
Town Manager Andrew Flanagan and Director of Public Health Thomas Carbone report that the Town of Andover is actively monitoring the ongoing COVID-19 spike at the Atria Marland Place in Andover.
"We are actively monitoring the ongoing situation at Atria Marland Place and we have been in constant communication with management as well as our partners in the Massachusetts Department of Public Health," Town Manager Flanagan said. "We have offered whatever assistance that may be needed, and as always we continue to keep all of those affected by COVID-19 in our thoughts and prayers."
Atria had been relatively unscathed by the pandemic, with only two cases of COVID-19 in total in the spring and summer months.
Town Public Health Officials will continue to be in constant contact with management at Atria Marland Place.

Town of Andover Shares Guidance for Safely Celebrating Thanksgiving and Preventing the Spread of COVID-19
ANDOVER -- With Thanksgiving a week away, Town Manager Andrew Flanagan and Health Division Director Thomas Carbone wish to share health and safety guidance for residents as they plan their holiday celebrations this year.
According to the Centers for Disease Control and Prevention, traveling increases one's potential to be exposed to COVID-19 and of potentially spreading it to others. Staying home and observing the holidays with those in your household or hosting a virtual celebration are the best ways to protect yourself and others from COVID-19.
It is important to note that small gatherings are also contributing to the recent rise in COVID-19 cases nationwide, according to the CDC.
Those who still choose to travel or host a small gathering are urged to consider lower risk alternatives and review the precautions they can take to protect themselves and others from COVID-19.
"This has been a year unlike any other in our lifetimes, and Thanksgiving will likewise be different this year as we all take steps to reduce the spread of the coronavirus," Carbone said. "It's essential that residents remain cognizant of the risk of spreading COVID-19, even in small groups, and give serious thought to modifying their Thanksgiving celebrations in order to keep themselves and their loved ones safe and healthy."
Families welcoming students home from college, or any other visitors from out of state, for the holidays should be mindful of the ongoing travel restrictions in effect throughout the commonwealth. All travelers arriving from states other than Hawaii, Maine, New Hampshire and Vermont must complete a travel form, linked here, and quarantine for 14 days or meet the 72-hour testing rule. - Hosting a small outdoor dinner with family, friends and loved ones who live locally.
- Remember: outdoor residential gatherings in Massachusetts are limited to 25 people maximum. All social gatherings must end by 9:30 p.m.

- Visit a pumpkin patch or orchard. Familiarize yourself with the COVID-19 expectations of any business before visiting, and be sure the people around you are using hand sanitizer before touching pumpkins or picking apples, wearing masks and practicing social distancing.
- Go to a small sport event outside, as long as COVID-19 guidance including social distancing, mask wearing and hand washing/sanitizing is being followed.
The CDC warns against the following high risk activities this Thanksgiving:
- Participating in Black Friday shopping in-person or shopping in busy stores before or after Thanksgiving.
- Attending a crowded race, parade or sports event.
- Going to indoor gatherings with people outside of your household. Remember: In Massachusetts, all indoor gatherings are limited to 10 people.
- Avoid using alcohol or drugs, which may impair judgement and impact your ability to practice COVID-19 precautions.
Those planning to host or attend gatherings are encouraged to weigh the level of risk of exposure to COVID-19 they will face. Factors to consider include:
- Is there a high level of COVID-19 cases and community spread in the area this gathering is being held, or where you currently live? Do you know of anyone attending the gathering that lives in a high risk area?
- Travel can increase your risk of being exposed to COVID-19. To review travel recommendations from the CDC amid COVID-19, click here.
- Will the gathering be indoors or outdoors? Indoor gatherings, with a lack of ventilation, pose a greater risk.
- How long will this gathering be? It only takes 15 minutes of close contact, being within six feet, of another person infected with COVID-19 to potentially be exposed and be required to quarantine for 14 days. This applies even if it's non-consecutive contact from the same event.
- Are the people attending this gathering practicing COVID-19 precautions in their daily lives? If the people you'll be around aren't wearing masks in public, practicing social distancing, washing their hands regularly, etc., you'll be at a greater risk for exposure.
- Are the people attending this gathering going to follow COVID-19 precautions while they're there? If people at the gathering won't be following public health guidance to keep themselves and others healthy, everyone at the gathering will be at a greater risk.
- If you or someone in your household currently has COVID-19, has symptoms of COVID-19, is waiting for COVID-19 test results and/or may have been exposed to someone with COVID-19 over the last 14 days, do not go to an in-person gathering.
- Those at a higher risk to become seriously ill from COVID-19, including older adults and those with certain medical conditions, should avoid in-person gatherings with those outside of your household. Racial and ethnic minority groups as well as those who are pregnant, breastfeeding, with disabilities, with developmental and behavioral disorders, and who have substance use disorder may also need to take additional precautions against COVID-19. Town of Andover to Host Community Flu Clinic
Director of Public Health Thomas Carbone is pleased to announce that the Town of Andover will be hosting a flu clinic for residents next weekend.
WHEN:
Saturday, Oct. 24, from 9 a.m. to 2 p.m.
WHERE:
Andover Public Works Department, 5 Campanelli Drive
WHO:
All Andover residents age 5 and older
WHAT:
Andover residents age 5 and older are invited to obtain a free flu vaccine at the Andover Health Division's drive-through clinic next weekend. Residents who would like to attend the clinic are required to register in advance, which they can do here. Residents should also download required paperwork here.
Clinic attendees will remain in their cars throughout their visit, with trained staff administering flu vaccines. The high dose vaccine is available for those aged 65 and older, and the Flublok Quadrivalent shot is available for those between ages 50-64.
The typical flu shot is available for those age 5 and up.
"With COVID-19 set to be a part of our lives for at least the next several months, as it has been for most of 2020, it's more important than ever for everyone to get an annual flu vaccination this year," Carbone said. "Doing so will help everyone stay healthy this flu season and reduce the burden on our medical system, which we expect will need to devote much of its attention to treating COVID-19 patients if cases increase throughout the fall and early winter."

Town of Andover Risk Level: Yellow
The Commonwealth of Massachusetts has begun providing enhanced data by community and the associated risk level based on the number of cases per 100,000 residents. Based on the average daily cases per 100,000 residents, each city or town has been designated as a higher risk (red), moderate risk (yellow), or lower risk (green) community. Communities with fewer than 5 total cases are not given a designation.

The Town of Andover has opened a Customer Service Center in Town Offices to serve the public who seek in-person assistance. This is part of a phased approach in re-opening Town Offices. The Customer Service Center is open during weekdays from 9:00 AM to 1:00 PM. Visitors to Town Offices will be greeted by a town employee at the front of Town Offices. After checking in and registering with the employee, the visitor will be directed to the Customer Service Center on the second floor of Town Offices. The Customer Service Center will be fully staffed with two computers to conduct business with the town, as well as two video phones if assistance is needed by a specific department. An employee will assist with any transactions and coordinate with other town staff in order to provide assistance.

- The only public entrance to the building will be the main entrance at 36 Bartlet Street.
- Only one person – or two people from the same household will be allowed in the elevator at one time

A Reminder About Travel Restrictions
All travelers arriving to Massachusetts – including Massachusetts residents returning home – are instructed to self-quarantine for 14 days, except that, beginning July 1, 2020, travelers from Rhode Island, Connecticut, Vermont, New Hampshire, Maine, New York, and New Jersey arriving in Massachusetts are exempt from this directive and need not self-quarantine for 14 days. The Town of Andover has opened a Customer Service Center in Town Offices to serve the public who seek in-person assistance. This is part of a phased approach in re-opening Town Offices. The Customer Service Center is open during weekdays from 9:00 AM to 1:00 PM. Visitors to Town Offices will be greeted by a town employee at the front of Town Offices. After checking in and registering with the employee, the visitor will be directed to the Customer Service Center on the second floor of Town Offices. The Customer Service Center will be fully staffed with two computers to conduct business with the town, as well as two video phones if assistance is needed by a specific department. An employee will assist with any transactions and coordinate with other town staff in order to provide assistance.

Phase Three of the Governor’s Re-Opening Plan Begins on July 6th
Phase Three, part one, of the Re-Opening Plan begins on Monday, July 6th. Certain gatherings, gyms and fitness centers, movie theaters, outdoor performance venues, museums, historical sites, and casinos will be permitted to conditionally re-open. Phase 2 of Massachusetts Re-Opening Plan: Businesses with permission to re-open
On June 6th Governor Baker announced that a tier of Phase 2 businesses will be allowed to be open on Monday, June 8th with certain limitations and conditions. Businesses should follow the self-certification process which can also be found at www.mass.gov/reopening.

The Andover Select Board has approved the use of public spaces for outdoor dining. Restaurants and town departments are currently working on developing outdoor dining spaces. At their June 8th meeting, the Select Board will consider approval of outdoor dining on private land, like parking lots. Governor Baker Outlines Plans to Re-Open
Today, Governor Baker provided details on when certain businesses will be permitted to re-open. The re-opening process will include meeting mandatory safety standards and best practices. Four-Phase Approach to Re-Opening Massachusetts
The Massachusetts economy will be reopened using a four-phase approach, based on public health guidance. Businesses and activities with a lower risk of COVID-19 transmission will open in earlier phases. Public health metrics will determine when the first phase of reopening begins, as well as when it is safe to move into later phases. If public health metrics worsen, the state may need to return to an earlier phase.

Work Permits Being Issued at Town Offices
Starting Tuesday, May 12th, the Town Manager’s Office will be assisting with the issuance of student work permits.
- Student permits will be issued on Tuesdays and Thursdays between 1:00 pm and 2:00 pm;
- Students should come to the Town Offices with their completed application; the application should have the employer section filled out and the physician/health section completed if the student is under 16 years old;
- The student should have their birth certificate, photo ID or a current passport as well as proof of residency to show the person approving the work permit;
- The student should drive to the Town Offices at 36 Bartlet Street and park in the circular drive, and call the Town Manager’ Office at (978) 623-8311; then wait in the car;
- Someone will come out to the student’s car to complete and sign off on the work permit

Governor Baker Issues Order Requiring Face Coverings in Public Places
Effective May 6, 2020, any person over the age of two must wear a face mask or face covering in a place open to the public, whether indoors or outdoors, if maintaining a distance of six feet is not possible. All persons are required to wear face masks or cloth face coverings at all times in the following places:
- Grocery stores
- Pharmacies
- Other retail stores
- When providing or using the services of a taxi, car, livery, ride-sharing, or similar service
- When using any means of mass transit, or in an enclosed or semi-enclosed transit stop or waiting area

Governor Baker Extends Stay At Home Advisory Until May 18th
Governor Baker has extended the stay at home advisory to be in effect until May 18, 2020. The advisory was previously set to expire on May 4, 2020. The advisory states that all non-essential businesses close. It is critically important that the community continues to follow his directives and do the following:
- Adhere to social distancing protocols, this includes limiting travel, not congregating in groups and not visiting anyone other than those who live with you
- Non-essential businesses should remain closed and essential businesses should consider operating remotely when possible

Town of Andover will be reporting the cumulative number of confirmed cases in Andover. This number is inclusive of those who may have been infected but have since recovered. As of April 20, 2020, there are currently seventy seven (77) cumulative cases, twenty-five (25) of which are active confirmed cases of Coronavirus (COVID-19). All residents with confirmed cases, both active and recovered, have remained isolated, and all contacts needing follow up are receiving appropriate support. Due to privacy requirements, no information concerning these cases will be shared.
It should be expected that the actual number of ill persons is more than what is reported, as there are ill people who have not been tested. Continued social distancing will assist the EMS and medical communities as they respond to our residents with the most severe symptoms.
As cases are identified, local public health officials in the area will be in contact with those persons to ensure that they are receiving appropriate care, and that any contacts are monitored. Property Tax Bill Deadline Extended to June 1
In response to the ongoing Coronavirus situation, the Town has extended the real estate and property tax bill deadline from May 1, 2020 to June 1, 2020. Residents may pay their bills online at www.andoverma.gov/billpay, by using the return envelope provided with the bill, or by depositing payments into the secure dropbox in front of Andover Town Offices, 36 Bartlet Street.

Please note that all Town Playgrounds including those at Andover Public Schools are closed to the public until further notice. To reiterate, social distancing protocols in public spaces and parks must be followed. Should these spaces continue to be overcrowded additional closures may be announced.

Ballardvale Playground Toys - Moving to Storage

Registry of Motor Vehicles Extends Vehicle Registration Deadlines
The Registry of Motor Vehicles has extended vehicle registrations that were expiring in March and April. Registrations that expired in March have been extended until May 31st and registrations that expire in April have been extended until June 30. Registrations can be renewed online at www.mass.gov/rmv. Governor Baker Extends Stay At Home Advisory Until May 4th
Governor Baker has extended the stay at home advisory to be in effect until May 4, 2020. The advisory was previously set to expire on April 6, 2020. The advisory states that all non-essential businesses close. It is critically important that the community continues to follow his directives and do the following:
- Adhere to social distancing protocols, this includes limiting travel, not congregating in groups and not visiting anyone other than those who live with you
- Non-essential businesses should remain closed and essential businesses should consider operating remotely when possible

Donations of Personal Protective Equipment
The Commonwealth of Massachusetts has launched an online portal where individuals and companies can easily donate or sell personal protective equipment (PPE) and volunteer to support the COVID-19 outbreak in Massachusetts. This effort will ensure that front line responders get the protective equipment they need to stay and push for more trained volunteers to join the response.

Governor Baker Extends Stay At Home Advisory Until May 4th
Governor Baker has extended the stay at home advisory to be in effect until May 4, 2020. The advisory was previously set to expire on April 6, 2020. The advisory states that all non-essential businesses close. It is critically important that the community continues to follow his directives and do the following:
- Adhere to social distancing protocols, this includes limiting travel, not congregating in groups and not visiting anyone other than those who live with you
- Non-essential businesses should remain closed and essential businesses should consider operating remotely when possible

The Commonwealth of Massachusetts has launched an online portal where individuals and companies can easily donate or sell personal protective equipment (PPE) and volunteer to support the COVID-19 outbreak in Massachusetts. Governor Baker’s Stay at Home Advisory
The Town has closely followed the direction of Governor Baker and has taken the necessary steps to comply with his orders. Governor Baker has issued a stay at home advisory and has ordered that all non-essential businesses close. It is critically important that the community follow his directives and do the following:
Adhere to social distancing protocols, that includes limiting travel, not congregating in groups and not visiting anyone other than those who live with you

The Governor’s advisory to stay home allows for taking walks outdoors; residents are encouraged to get some fresh air daily, while keeping a safe distance from each other. Popular public trail systems and public parks and fields have been overwhelmed, making it difficult to maintain the 6’ separation; residents are encouraged to seek out lesser used trails, and bypass those that appear to have a lot of cars in the parking lot. Please note that all Town Playgrounds including those at Andover Public Schools are closed to the public until further notice. To reiterate, social distancing protocols in public spaces and parks must be followed. Should these spaces continue to be overcrowded additional closures may be announced.

Select Board issues Declaration of Emergency
The Andover Select Board at their virtual meeting on March 23, 2020 issued a Declaration of a State of Emergency for Andover to help Town officials most effectively address the impacts of the COVID-19 Pandemic. The Board authorized and directed the Town Manager, and all Town personnel to take action appropriate to respond to this situation. The Declaration of Emergency shall remain in effect until upon a recommendation of the Town Manager, notice is given by the Select Board, that a State of Emergency no longer exists. The Declaration of a local state of emergency provides Town leadership and public health and safety personnel with another tool to help the Town manage and respond to the broad impacts of the COVID-19 Pandemic in Andover. This declaration of emergency places the Town in a better position to promptly access and fully secure all available state and federal funding that may be available now or in the future to help pay for the costs of Andover’s response to the COVID-19 Pandemic, including Federal Emergency Management Agency (FEMA) funding.

Town of Andover Community Services Continues to Provide Services to the Elderly
The Town of Andover remains committed to providing services to vulnerable elders (those age 60 and above) through this public health crisis. To that end, the Department of Community Service in general and Elder Services in particular continue to provide a range of services in the community:
Food
We are offering Home Delivered Meals to any Andover elder who feels that would be helpful. If you would like to be added to that program please call (978) 623-8320. We are waiving all eligibility requirements for the duration of this public health emergency.
Transportation
If you need assistance getting to the grocery store or pharmacy we can get you there. We are scheduling our large, handicapped vans to take no more than 3 people at a time, ensuring for necessary social distancing. For additional information call: (978) 623-8320.

The Town Manager convened the Emergency Management team this afternoon to review Governor Baker’s Order and Stay at Home Advisory. The Town will continue to implement the following modified service model:
Town Offices at 36 Bartlet Street and the administrative offices at 5 Campanelli Drive are closed to the public until further notice. The offices will be staffed and services will be provided to the public by telephone, email, and by appointment if necessary.
Residents can pay bills online at any time at www.andoverma.gov/billpay. Bill payments or other town business can be dropped off in the drop box in the half circle driveway in front of Town Offices at 36 Bartlet Street. The Town of Andover will not add the demand fee on the Motor Vehicles excise bills that were due on March 19, 2020 until April 23, 2020.

Andover Confirms Second Positive Coronavirus Case
The Town of Andover has been notified by the Massachusetts Department of Public Health that a second resident has tested positive for the Coronavirus. The resident has remained isolated, and all contacts needing follow up are receiving appropriate support. Due to privacy requirements, no information concerning this case will be shared.
The Town takes this opportunity to remind residents that it is expected that positive cases in the region will continue to be identified as testing becomes more available. As these cases are identified, local public health officials in the area will be in contact with those persons to ensure that they are receiving appropriate care, and that any contacts are monitored. It is important to note that we expect new cases to be reported as this situation continues. Please remember that most cases recover at home and once they have recovered, they will no longer be under isolation restrictions.
Residents are encouraged to continue social distancing measures, practice good hand hygiene, and to stay at home if you do not feel well.

Excise Tax Payment Due Date Extended
In light of the Coronavirus situation, the Town of Andover will not add the demand fee on the Motor Vehicles excise bills that were due on March 19, 2020 until April 23, 2020. This will allow taxpayers additional time to pay their bill online, in the drop box located outside Town Hall or by mail.

Items marketed as “flushable” do not degrade like toilet paper and eventually clog pipes.This includes paper towels, tissues and any other paper product. These can cause the sewer system to back up. There have been reports of wipes clogging sewer pumps, so please refrain from flushing wipes – wipes clog pipes!

On March 18, 2020, the Essex County Superior Court approved the Town’s request to postpone the Annual Town Election (originally scheduled for March 24, 2020) due to the current Coronavirus (COVID-19) situation. The Select Board will be considering a new date for the Annual Town Election at an upcoming meeting. Once a new date is set for this election, it will be communicated on the Town’s website, as well as other platforms.
Absentee ballots that have already been submitted will still count, despite the date of the election being changed. Voters self-quarantined due to COVID-19 may continue to vote by absentee ballot now and at any point before the election is held.
To vote absentee, voters must submit an absentee ballot application. Absentee ballot applications can be found online and submitted by email to townclerk@andoverma.gov.
Absentee ballot applications are also available at Andover Town Offices, 36 Bartlet Street, in the ground floor entrance. These applications can be obtained between the hours of 8:30 AM and 4:30 PM, Monday through Friday. Completed applications can be deposited in a secure box located next to the applications. Alternatively, voters can bring the applications home to complete and mail to the Town Clerk’s Office at 36 Bartlet Street.
After receiving completed applications, the Town Clerk’s Office will mail voters an absentee ballot. Then, voters should return their completed absentee ballots by mailing them to the Town Clerk’s Office at 36 Bartlet Street or by dropping them into the Town’s drop box located at 36 Bartlet Street.

Approval of the postponement will require either a clarification of the Governor’s order related to gatherings of 25 or more persons, a special act of the legislature, the passage of legislation pertaining to election authority, or a court order. The Town will pursue all avenues. Until such approval, the date of the Annual Town Election remains March 24, 2020.
The Town will communicate the status of the election and the measures taken to postpone in regular communications.
Regardless of the timing of the election, voters may submit applications for absentee ballots. Absentee voting applications may be found here. Confirmed Presumptive Positive Case in Andover
The Town of Andover has confirmed its first presumed positive case of COVID-19. The Health Division is in regular contact with the individual to monitor their status and condition. The resident has been following the recommended isolation protocols. The risk in the Town of Andover remains low. Due to privacy laws, no other information about the individual’s identity or location will be released.
The Town continues to recommend social distancing and avoiding large crowds. The Town recommends avoidance of public playgrounds, this equipment is not disinfected.
The Town encourages residents to be respectful of each other and their personal privacy and decisions relative to the precautions they may take in their own effort to manage their response to the virus.
The Town of Andover Coronavirus Emergency Management Team continues to meet on a regular basis to assess the potential impacts associated with COVID-19 and based on the information available is announcing the actions summarized below. The Emergency Management Team will continue to meet and is prepared to modify the Town’s plans and will continue to make decisions that will best serve the community. The Town’s preparation and response efforts are being closely coordinated in conjunction with Andover Public Schools and will include information and guidance from state and federal authorities.

School Updates - March 13, 2020
- Effective March 16, 2020, Andover Public Schools will be closed for two weeks. Andover Public Schools will resume normal school days beginning on March 30, 2020.
- In order to best support students and families, box lunches will be available to students on free or reduced lunch. More information will be available about box lunches.
- Andover Public Schools made decisions related to the cancellation, postponement, or alternative hosting of several activities. A complete listing of activities and their status can be found here.

The following actions are effective through Sunday, March 22nd. All Town Services will be evaluated on a weekly basis and are subject to change.
Memorial Hall Library
- Memorial Hall Library will be closed as of 5:00 PM on March 14, 2020.
Elder Services
- The Senior Center will be closed effective March 16, 2020. Home delivered meals, limited medical transportation, and social work services will continue. Please call (978) 623-8320 between the hours of 8:00 AM to 4:00 PM if you or a loved one needs these services.
Recreation
- All Andover Recreation programs will be cancelled effective March 16, 2020.
Youth Services
- All Youth Services programs and the Cormier Youth Center will be closed effective March 16, 2020.
Town Offices
- Town Offices will remain open. The Town encourages residents to use the town’s online bill pay system to conduct business. You may also make service requests and requests for information through the Town’s online customer service tool, Andover Central.

- The Town will be activating its 311 call center for extended services beginning on Monday, March 16, 2020. Residents may call with non-emergency questions or information requests from the hours of 7:00 AM to 7:00 PM, Monday through Friday. Town Updates - March 13, 2020
The following actions are effective through Sunday, March 22nd. All Town Services will be evaluated on a weekly basis and are subject to change.
Memorial Hall Library
- Memorial Hall Library will be closed as of 5:00 PM on March 14, 2020.
Elder Services
- The Senior Center will be closed effective March 16, 2020. Home delivered meals, limited medical transportation, and social work services will continue. Please call (978) 623-8320 between the hours of 8:00 AM to 4:00 PM if you or a loved one needs these services.
Recreation
- All Andover Recreation programs will be cancelled effective March 16, 2020.
Youth Services
- All Youth Services programs and the Cormier Youth Center will be closed effective March 16, 2020.
Town Offices
- Town Offices will remain open. The Town encourages residents to use the town’s online bill pay system to conduct business. You may also make service requests and requests for information through the Town’s online customer service tool, Andover Central.
311 Call Center
- The Town will be activating its 311 call center for extended services beginning on Monday, March 16, 2020. Residents may call with non-emergency questions or information requests from the hours of 7:00 AM to 7:00 PM, Monday through Friday. Medical questions should be directed to your primary care provider.
Public Meetings
- On March 12, 2020 the Governor issued an executive order related to public meetings and temporary changes to the Open Meeting Law. Please continue to visit www.andoverma.gov/coronavirus for information on how public meetings in Andover may change as a result of this executive order.
Annual Town Election

Confirmed Presumptive Positive Case in Andover
The Town of Andover has confirmed its first presumed positive case of COVID-19. The Health Division is in regular contact with the individual to monitor their status and condition. The resident has been following the recommended isolation protocols. The risk in the Town of Andover remains low. Due to privacy laws, no other information about the individual’s identity or location will be released.
The Town continues to recommend social distancing and avoiding large crowds. The Town recommends avoidance of public playgrounds, this equipment is not disinfected.
The Town encourages residents to be respectful of each other and their personal privacy and decisions relative to the precautions they may take in their own effort to manage their response to the virus.
The Town of Andover Coronavirus Emergency Management Team continues to meet on a regular basis to assess the potential impacts associated with COVID-19 and based on the information available is announcing the actions summarized below. The Emergency Management Team will continue to meet and is prepared to modify the Town’s plans and will continue to make decisions that will best serve the community. The Town’s preparation and response efforts are being closely coordinated in conjunction with Andover Public Schools and will include information and guidance from state and federal authorities.

The Town of Andover and the Andover Public Schools wish to provide a community update on information related to Coronavirus (COVID-19).
Effective today, March 12, 2020, all programming at Memorial Hall Library is cancelled indefinitely. The library will remain open for normal services. All municipal services will continue until further notice and there are no changes to the public meeting schedule. The Community Choice Aggregation presentation scheduled for this evening at 7:00 PM in the Public Safety Center has been postponed.

The Town’s Emergency Management Team continues to assess the potential impacts associated with COVID-19 and is prepared to make decisions that will best serve the community. The Town’s preparation and response efforts are being closely coordinated in conjunction with Andover Public Schools and will include information and guidance from state and federal authorities.
In an effort to keep the Andover community well informed, there will be regular briefings communicated through all of the town’s communication channels including: Town and School websites, Andover Newsflash, the Andover Public Schools Community Email list and social media. The daily briefing will be distributed whether or not there is new information to share.
The town has developed a website related to Coronavirus (COVID-19) and can be accessed at www.andoverma.gov/coronavirus.
Residents are encouraged to sign up for the Andover News email newsflash. A link to sign up can be found on the town’s Coronavirus website.
The risk of COVID-19 to the general public in Massachusetts remains low, according to the Massachusetts Department of Public Health. Currently, there is only one presumptive case in Essex County. The Town continues to receive inquiries about whether group activities should be cancelled. The situation is fluid and subject to change several times per day. The Town will make recommendations concerning group activities based on the totality of information available at any point in time and will continue to have a measured response.
The Andover Emergency Management Team will continue to meet regularly to monitor the situation and coordinate and deploy resources as needed. Public facilities will continue to be sanitized daily.
The Andover Health Division wishes to provide residents with recommended actions from the CDC to take to protect themselves and others from the illness:
- Wash hands frequently, with soap and water, for a minimum of 20 seconds.
- Use alcohol-based hand sanitizing gels and liquids if soap and water are not readily available.
- Do not touch your eyes, nose and mouth with unwashed hands.
- Try to avoid close contact with anyone who is sick.
- When sick yourself, stay home to protect others.
- Always cover your cough or sneeze with a tissue, and then throw the tissue in the trash.
- Clean and disinfect areas and objects that are touched frequently, such as desks, phones, door handles, etc.
