The Department of Unemployment Assistance (DUA) is working to implement three new public benefit programs following guidance regarding the CARES Act that will expand unemployment eligibility, temporarily increase weekly benefits for all claimants and allow additional categories of workers to claim unemployment benefits.

Please help keep sanitation workers safe and reduce litter by putting loose trash in a securely tied trash bag. Even in a trash barrel or can, all trash should be bagged. Please remember to properly dispose of gloves.
Bundled branches are part of the weekly trash service in Andover. Do not place branches in barrels or yard waste bags. Branches that are bundled should be no thicker than six inches and no longer than four feet. There is a weekly limit of four bundles.

The Governor’s advisory to stay home allows for taking walks outdoors; residents are encouraged to get some fresh air daily, while keeping a safe distance from each other. Popular public trail systems and public parks and fields have been overwhelmed, making it difficult to maintain the 6 foot separation; residents are encouraged to seek out lesser used trails, and bypass those that appear to have a lot of cars in the parking lot. Please note that all Town playgrounds and courts, including those at Andover Public Schools are closed to the public until further notice. To reiterate, social distancing protocols in public spaces and parks must be followed. Andover Police will break up any groups congregating in town parking lots or fields if they are not following social distancing protocols.

Open air burning permits will be available online through April 24th. Residents who have obtained a permit must first contact Andover Fire Rescue at 978-475-1281 Extension 2012 to obtain permission to burn each day. Update on Confirmed Cases in Andover
Town of Andover will be reporting the cumulative number of confirmed cases in Andover. This number is inclusive of those who may have been infected but have since recovered. As of April 20, 2020, there are currently seventy seven (77) cumulative cases, twenty-five (25) of which are active confirmed cases of Coronavirus (COVID-19). All residents with confirmed cases, both active and recovered, have remained isolated, and all contacts needing follow up are receiving appropriate support. Due to privacy requirements, no information concerning these cases will be shared.
It should be expected that the actual number of ill persons is more than what is reported, as there are ill people who have not been tested. Continued social distancing will assist the EMS and medical communities as they respond to our residents with the most severe symptoms.
As cases are identified, local public health officials in the area will be in contact with those persons to ensure that they are receiving appropriate care, and that any contacts are monitored. Please remember that most cases recover at home and once they have recovered, they will no longer be under isolation restrictions.

Yard waste collection will begin on Tuesday, April 21st. Snow fall is expected Friday evening into Saturday, please move any yard waste that has been left out for collection off of the street or sidewalk. The Small Business Administration (SBA) has updated their Economic Injury Disaster Loan (EIDL) program and as of April 10, 2020 independent contractors and self-employed individuals are eligible to apply for the Paycheck Protection Program (PPP). Town of Andover will be reporting the cumulative number of confirmed cases in Andover. This number is inclusive of those who may have been infected but have since recovered. As of April 5, 2020, there are currently thirty-six (36) cumulative cases, fourteen (14) of which are active confirmed cases of coronavirus (COVID-19). All residents with confirmed cases, both active and recovered, have remained isolated, and all contacts needing follow up are receiving appropriate support. Due to privacy requirements, no information concerning these cases will be shared.
It should be expected that the actual number of ill persons is more than what is reported, as there are ill people who have not been tested. Continued social distancing will assist the EMS and medical communities as they respond to our residents with the most severe symptoms.

Ballardvale Playground Toys - Moving to Storage

Registry of Motor Vehicles Extends Vehicle Registration Deadlines
The Registry of Motor Vehicles has extended vehicle registrations that were expiring in March and April. Registrations that expired in March have been extended until May 31st and registrations that expire in April have been extended until June 30. Registrations can be renewed online at www.mass.gov/rmv. Governor Baker Extends Stay At Home Advisory Until May 4th
Governor Baker has extended the stay at home advisory to be in effect until May 4, 2020. The advisory was previously set to expire on April 6, 2020. The advisory states that all non-essential businesses close. It is critically important that the community continues to follow his directives and do the following:

Donations of Personal Protective Equipment
The Commonwealth of Massachusetts has launched an online portal where individuals and companies can easily donate or sell personal protective equipment (PPE) and volunteer to support the COVID-19 outbreak in Massachusetts. This effort will ensure that front line responders get the protective equipment they need to stay and push for more trained volunteers to join the response.

Donations of Personal Protective Equipment
The Commonwealth of Massachusetts has launched an online portal where individuals and companies can easily donate or sell personal protective equipment (PPE) and volunteer to support the COVID-19 outbreak in Massachusetts. This effort will ensure that front line responders get the protective equipment they need to stay and push for more trained volunteers to join the response.

Governor Baker’s Stay at Home Advisory
The Town has closely followed the direction of Governor Baker and has taken the necessary steps to comply with his orders. Governor Baker has issued a stay at home advisory and has ordered that all non-essential businesses close. It is critically important that the community follow his directives and do the following:
Adhere to social distancing protocols, that includes limiting travel, not congregating in groups and not visiting anyone other than those who live with you
Non-essential businesses should close and essential businesses should consider operating remotely when possible. A full list of essential business can be found on both the State and Town websites
The Governor’s advisory to stay home allows for taking walks outdoors; residents are encouraged to get some fresh air daily, while keeping a safe distance from each other. Popular public trail systems and public parks and fields have been overwhelmed, making it difficult to maintain the 6’ separation; residents are encouraged to seek out lesser used trails, and bypass those that appear to have a lot of cars in the parking lot. Please note that all Town Playgrounds including those at Andover Public Schools are closed to the public until further notice. To reiterate, social distancing protocols in public spaces and parks must be followed. Should these spaces continue to be overcrowded additional closures may be announced.

These applications can be obtained between the hours of 8:30 AM and 4:30 PM, Monday through Friday.
Completed applications can be deposited in a secure box located next to the applications. Alternatively, voters can bring the applications home to complete and mail to the Town Clerk’s Office at 36 Bartlet Street. Absentee ballots must be received by the Town Clerk’s Office by the close of the polls on the day of the election, the date of which has not been set.

Select Board issues Declaration of Emergency
The Andover Select Board at their virtual meeting on March 23, 2020 issued a Declaration of a State of Emergency for Andover to help Town officials most effectively address the impacts of the COVID-19 Pandemic. The Board authorized and directed the Town Manager, and all Town personnel to take action appropriate to respond to this situation. The Declaration of Emergency shall remain in effect until upon a recommendation of the Town Manager, notice is given by the Select Board, that a State of Emergency no longer exists. The Declaration of a local state of emergency provides Town leadership and public health and safety personnel with another tool to help the Town manage and respond to the broad impacts of the COVID-19 Pandemic in Andover. This declaration of emergency places the Town in a better position to promptly access and fully secure all available state and federal funding that may be available now or in the future to help pay for the costs of Andover’s response to the COVID-19 Pandemic, including Federal Emergency Management Agency (FEMA) funding.

Town of Andover Community Services Continues to Provide Services to the Elderly
The Town of Andover remains committed to providing services to vulnerable elders (those age 60 and above) through this public health crisis. To that end, the Department of Community Service in general and Elder Services in particular continue to provide a range of services in the community:
Food
We are offering Home Delivered Meals to any Andover elder who feels that would be helpful. If you would like to be added to that program please call (978) 623-8320. We are waiving all eligibility requirements for the duration of this public health emergency.
Transportation
If you need assistance getting to the grocery store or pharmacy we can get you there. We are scheduling our large, handicapped vans to take no more than 3 people at a time, ensuring for necessary social distancing. For additional information call: (978) 623-8320.

Consider adding their grocery list to your own when shopping, if they’re physically able suggest an outdoor walk with them while maintaining social distancing, or offer a home cooked meal. Town Offices remain closed to the public, as such the regularly scheduled Select Board Meeting will be held virtually, tonight, March 23, 2020 at 7:00 p.m. The meeting will be televised on Andover TV, Comcast Channel 22 and Verizon Channel 45. Members of the public who wish to ask a question on particular agenda items during the meeting can do so by calling 311 from their landline or cell phone within the geographical boundaries of Andover or by calling 978-623-8311 from anywhere or by emailing manager@andoverma.gov . Town Offices at 36 Bartlet Street and the administrative offices at 5 Campanelli Drive are closed to the public until further notice. The offices will be staffed and services will be provided to the public by telephone, email, and by appointment if necessary.
Residents can pay bills online at any time at www.andoverma.gov/billpay. Bill payments or other town business can be dropped off in the drop box in the half circle driveway in front of Town Offices at 36 Bartlet Street. The Town of Andover will not add the demand fee on the Motor Vehicles excise bills that were due on March 19, 2020 until April 23, 2020.

Excise Tax Payment Due Date Extended
In light of the Coronavirus situation, the Town of Andover will not add the demand fee on the Motor Vehicles excise bills that were due on March 19, 2020 until April 23, 2020. This will allow taxpayers additional time to pay their bill online, in the drop box located outside Town Hall or by mail.

Public Works: Don’t Flush “Flushable” Wipes
Items marketed as “flushable” do not degrade like toilet paper and eventually clog pipes.This includes paper towels, tissues and any other paper product. These can cause the sewer system to back up. There have been reports of wipes clogging sewer pumps, so please refrain from flushing wipes – wipes clog pipes!

Town Election will be Postponed, Absentee Ballot Application Pick-Up Available at Town Offices
On March 18, 2020, the Essex County Superior Court approved the Town’s request to postpone the Annual Town Election (originally scheduled for March 24, 2020) due to the current Coronavirus (COVID-19) situation. The Select Board will be considering a new date for the Annual Town Election at an upcoming meeting. Once a new date is set for this election, it will be communicated on the Town’s website, as well as other platforms.
Absentee ballots that have already been submitted will still count, despite the date of the election being changed. Voters self-quarantined due to COVID-19 may continue to vote by absentee ballot now and at any point before the election is held.
To vote absentee, voters must submit an absentee ballot application. Absentee ballot applications can be found online and submitted by email to townclerk@andoverma.gov.

On March 18, 2020, the Essex County Superior Court approved the Town’s request to postpone the Annual Town Election (originally scheduled for March 24, 2020) due to the current Coronavirus (COVID-19) situation. The resident has been following the recommended isolation protocols. The risk in the Town of Andover remains low. The Town continues to recommend social distancing and avoiding large crowds. The Town recommends avoidance of public playgrounds, this equipment is not disinfected.
The Town encourages residents to be respectful of each other and their personal privacy and decisions relative to the precautions they may take in their own effort to manage their response to the virus.

The Town of Andover Coronavirus Emergency Management Team continues to meet on a regular basis to assess the potential impacts associated with COVID-19 and based on the information available is announcing the actions summarized below. The Emergency Management Team will continue to meet and is prepared to modify the Town’s plans and will continue to make decisions that will best serve the community. The Town’s preparation and response efforts are being closely coordinated in conjunction with Andover Public Schools and will include information and guidance from state and federal authorities.
The Town’s Coronavirus Emergency Management Team is composed of the Town Manager’s Office, and leadership from the Andover Health Division, Andover Police Department, Andover Fire Rescue, Department of Community Services, Memorial Hall Library, Information Technology and the Facilities Department

School Updates - March 13, 2020
- Effective March 16, 2020, Andover Public Schools will be closed for two weeks. Andover Public Schools will resume normal school days beginning on March 30, 2020.
- In order to best support students and families, box lunches will be available to students on free or reduced lunch. More information will be available about box lunches.
- Andover Public Schools made decisions related to the cancellation, postponement, or alternative hosting of several activities. A complete listing of activities and their status can be found here.

The Town of Andover and the Andover Public Schools wish to provide a community update on information related to Coronavirus (COVID-19).
Effective today, March 12, 2020, all programming at Memorial Hall Library is cancelled indefinitely. The library will remain open for normal services. All municipal services will continue until further notice and there are no changes to the public meeting schedule. The Community Choice Aggregation presentation scheduled for this evening at 7:00 PM in the Public Safety Center has been postponed.

In an effort to keep the Andover community well informed, there will be regular briefings communicated through all of the town’s communication channels including: Town and School websites, Andover Newsflash, the Andover Public Schools Community Email list and social media. The daily briefing will be distributed whether or not there is new information to share.

The risk of COVID-19 to the general public in Massachusetts remains low, according to the Massachusetts Department of Public Health. Currently, there is only one presumptive case in Essex County. The Town continues to receive inquiries about whether group activities should be cancelled. The situation is fluid and subject to change several times per day. The Town will make recommendations concerning group activities based on the totality of information available at any point in time and will continue to have a measured response.
The Andover Emergency Management Team will continue to meet regularly to monitor the situation and coordinate and deploy resources as needed. Public facilities will continue to be sanitized daily.
The Andover Health Division wishes to provide residents with recommended actions from the CDC to take to protect themselves and others from the illness:
- Wash hands frequently, with soap and water, for a minimum of 20 seconds.
- Use alcohol-based hand sanitizing gels and liquids if soap and water are not readily available.
- Do not touch your eyes, nose and mouth with unwashed hands.
- Try to avoid close contact with anyone who is sick.
- When sick yourself, stay home to protect others.
- Always cover your cough or sneeze with a tissue, and then throw the tissue in the trash.
- Clean and disinfect areas and objects that are touched frequently, such as desks, phones, door handles, etc.
