Town of Andover will open Customer Service Center

On Wednesday, June 10th the Town of Andover will open a Customer Service Center in Town Offices. This is part of a phased approach in re-opening Town Offices. Initially, the Customer Service Center will be open during weekdays from 9:00 AM to 1:00 PM. Visitors to Town Offices will be greeted by a town employee at the front of Town Offices. After checking in and registering with the employee, the visitor will be directed to the Customer Service Center on the second floor of Town Offices. The Customer Service Center will be fully staffed with two computers to conduct business with the town, as well as two video phones if assistance is needed by a specific department. An employee will assist with any transactions and coordinate with other town staff in order to provide assistance.

  • The only public entrance to the building will be the main entrance at 36 Bartlet Street. Visitors may use the elevator or the stairs.
  • Only one person – or two people from the same household will be allowed in the elevator at one time
  • Access to Town Offices will be limited to the Customer Service Center
  • Masks or face coverings must be worn inside Town Offices
  • Members of the public will not be allowed to enter if:
    • They have a temperature of 100.3 degrees or greater
    • They are experiencing symptoms of COVID-19 including a cough or trouble breathing
    • They have been in close contact with an individual diagnosed with COVID-19

Public Playgrounds in Andover

Public playgrounds in Andover are anticipated to open on Wednesday June 10th as cleaning protocols are finalized. Parents/guardians should monitor children to ensure proper social distancing; wear a mask when unable to maintain six feet of separation from others. Children or adults who feel sick may not visit any playgrounds. Please wash or sanitize hands before and after visiting the playground.

Phase 2 of Massachusetts Re-Opening Plan: Businesses with permission to re-open

On June 6th Governor Baker announced that a tier of Phase 2 businesses will be allowed to be open on Monday, June 8th with certain limitations and conditions. Businesses should follow the self-certification process which can also be found at www.mass.gov/reopening.

The following businesses (with conditions) are permitted to open on June 8th. Access the sector specific re-opening guidelines here.

  • Retail (occupancy limits)
  • Childcare facilities and day camps (new detailed guidance)
  • Restaurants (outdoor table service only)
  • Hotels and other lodgings (no events, functions or meetings)
  • Warehouses and distribution centers
  • Personal services without close physical contact (such as home cleaning, photography, window washing, career coaching, education tutoring)
  • Post-secondary, higher education, vocational-tech, and occupation schools (for the purpose of completing required courses for graduation)
  • Youth and adult amateur sports (detailed guidance)
  • Outdoor recreation facilities (pools, playgrounds, driving ranges)
  • Professional sports practices (no games or public admission)
  • Non-athletic youth instructional classes (arts/education/life skills, groups of 10 or less)
  • Driving and flight schools
  • Outdoor historical spaces (no functions, gatherings or guided tours)
  • Funeral homes (occupancy limits)

Outdoor Dining in Andover

The Andover Select Board has approved the use of public spaces for outdoor dining. Restaurants and town departments are currently working on developing outdoor dining spaces. At their June 8th meeting, the Select Board will consider approval of outdoor dining on private land, like parking lots. More information will be made available in the coming days about outdoor dining options in Andover. Restaurants continue to offer takeout and delivery service. Electronics Recycling to be held on June 6, 2020 – Pre-Registration Is Required

  • When using any means of mass transit, or in an enclosed or semi-enclosed transit stop or waiting area

Violation of the Order or DPH Guidance may result in a civil fine of up to $300 per violation, in the manner provided for non-criminal disposition of violations of municipal by-law, ordinance, rule, or regulation pursuant to MGL c. 40, s. 21D

Governor Baker Outlines Plans to Re-Open

Today, Governor Baker provided details on when certain businesses will be permitted to re-open. The re-opening process will include meeting mandatory safety standards and best practices. Visit www.mass.gov/reopening for additional details. Governor Baker announced that construction and manufacturing may resume on May 18th, and office spaces (at 25% of maximum capacity), laboratories, hair salons, barbershops, car washes, and pet grooming may all open on May 25th – each of these sectors has their own specific safety requirements to meet. Four-Phase Approach to Re-Opening Massachusetts 

The Massachusetts economy will be reopened using a four-phase approach, based on public health guidance. Businesses and activities with a lower risk of COVID-19 transmission will open in earlier phases. Public health metrics will determine when the first phase of reopening begins, as well as when it is safe to move into later phases. If public health metrics worsen, the state may need to return to an earlier phase.

Effective May 6, 2020, any person over the age of two must wear a face mask or face covering in a place open to the public, whether indoors or outdoors, if maintaining a distance of six feet is not possible. All persons are required to wear face masks or cloth face coverings at all times in the following places:

  • Grocery stores
  • Pharmacies
  • Other retail stores
  • When providing or using the services of a taxi, car, livery, ride-sharing, or similar service
  • When using any means of mass transit, or in an enclosed or semi-enclosed transit stop or waiting area

Governor Baker Extends Stay At Home Advisory Until May 18th 

Governor Baker has extended the stay at home advisory to be in effect until May 18, 2020. The advisory was previously set to expire on May 4, 2020. The advisory states that all non-essential businesses close. It is critically important that the community continues to follow his directives and do the following:

  • Adhere to social distancing protocols, this includes limiting travel, not congregating in groups and not visiting anyone other than those who live with you
  • Non-essential businesses should remain closed and essential businesses should consider operating remotely when possible

In addition, Governor Baker extended the advisory prohibiting the gathering of more than 10 people.

The Governor’s advisory to stay home allows for taking walks outdoors; residents are encouraged to get some fresh air daily, while keeping a safe distance from each other. Popular public trail systems and public parks and fields have been overwhelmed, making it difficult to maintain the 6 foot separation; residents are encouraged to seek out lesser used trails, and bypass those that appear to have a lot of cars in the parking lot. Please note that all Town playgrounds and courts, including those at Andover Public Schools are closed to the public until further notice. To reiterate, social distancing protocols in public spaces and parks must be followed. Andover Police will break up any groups congregating in town parking lots or fields if they are not following social distancing protocols.

Schools Closed For the Remainder of Year

The Department of Unemployment Assistance (DUA) is working to implement three new public benefit programs following guidance regarding the CARES Act that will expand unemployment eligibility, temporarily increase weekly benefits for all claimants and allow additional categories of workers to claim unemployment benefits.

Solid Waste, Branch Pick-Up, and Yard Waste Reminders

Please help keep sanitation workers safe and reduce litter by putting loose trash in a securely tied trash bag. Even in a trash barrel or can, all trash should be bagged. Please remember to properly dispose of gloves.

Bundled branches are part of the weekly trash service in Andover. Do not place branches in barrels or yard waste bags. Branches that are bundled should be no thicker than six inches and no longer than four feet. There is a weekly limit of four bundles.

Yard waste collection begins on Tuesday, April 21st. No collection on April 20th due to Patriots Day.

Both Governor Baker and the Andover Board of Health are recommending that a cloth face covering be worn whenever people are in a community setting, especially in situations where you may be near people. These settings include grocery stores and pharmacies. These face coverings are not a substitute for social distancing. Make sure you can breathe through the mask, it covers your mouth and nose, and you wash it after use.

Important Reminder About Enjoying the Outdoors: Practice Social Distancing while at Parks, Fields and Trails

The Governor’s advisory to stay home allows for taking walks outdoors; residents are encouraged to get some fresh air daily, while keeping a safe distance from each other. Popular public trail systems and public parks and fields have been overwhelmed, making it difficult to maintain the 6 foot separation; residents are encouraged to seek out lesser used trails, and bypass those that appear to have a lot of cars in the parking lot. Please note that all Town playgrounds and courts, including those at Andover Public Schools are closed to the public until further notice. To reiterate, social distancing protocols in public spaces and parks must be followed. Andover Police will break up any groups congregating in town parking lots or fields if they are not following social distancing protocols.

Open Air Burning Season Ends April 30th, Permits to be Sold Through April 24th 

Open air burning season ends on April 30. 2020.  Permits will be available online through April 24th. Residents who have obtained a permit must first contact Andover Fire Rescue at 978-475-1281 Extension 2012 to obtain permission to burn each day. Please have your permit number, address and phone number available when calling. Update on Confirmed Cases in Andover 

Town of Andover will be reporting the cumulative number of confirmed cases in Andover. This number is inclusive of those who may have been infected but have since recovered. As of April 20, 2020, there are currently seventy seven (77) cumulative cases, twenty-five (25) of which are active confirmed cases of Coronavirus (COVID-19). All residents with confirmed cases, both active and recovered, have remained isolated, and all contacts needing follow up are receiving appropriate support. Due to privacy requirements, no information concerning these cases will be shared.

It should be expected that the actual number of ill persons is more than what is reported, as there are ill people who have not been tested. Continued social distancing will assist the EMS and medical communities as they respond to our residents with the most severe symptoms.

As cases are identified, local public health officials in the area will be in contact with those persons to ensure that they are receiving appropriate care, and that any contacts are monitored. Please remember that most cases recover at home and once they have recovered, they will no longer be under isolation restrictions.

Residents are encouraged to continue social distancing measures, practice good hand hygiene, and to stay at home if you do not feel well.

Holy Family Hospital- Haverhill Campus

COVID-19 testing at Holy Family Hospital drive-thru screening tent is open daily from 9 am - 3 pm. It is located at the Haverhill campus on 140 Lincoln Ave. A doctor’s order is required.

Town of Andover will be reporting the cumulative number of confirmed cases in Andover. This number is inclusive of those who may have been infected but have since recovered. There are currently thirty-four (34) cumulative cases, fifteen (15) of which are active confirmed cases of coronavirus (COVID-19). Social Distancing Reminder for Parks, Fields and Trails

The Governor’s advisory to stay home allows for taking walks outdoors; residents are encouraged to get some fresh air daily, while keeping a safe distance from each other. Popular public trail systems and public parks and fields have been overwhelmed, making it difficult to maintain the 6’ separation; residents are encouraged to seek out lesser used trails, and bypass those that appear to have a lot of cars in the parking lot. Please note that all Town Playgrounds including those at Andover Public Schools are closed to the public until further notice. To reiterate, social distancing protocols in public spaces and parks must be followed. Should these spaces continue to be overcrowded additional closures may be announced.

Ballardvale Playground Toys - Moving to Storage

Registry of Motor Vehicles Extends Vehicle Registration Deadlines

The Registry of Motor Vehicles has extended vehicle registrations that were expiring in March and April. Registrations that expired in March have been extended until May 31st and registrations that expire in April have been extended until June 30. Registrations can be renewed online at www.mass.gov/rmv. Residents are reminded that open burning is only allowed by permit through April 30th. Donations of Personal Protective Equipment 

The Commonwealth of Massachusetts has launched an online portal where individuals and companies can easily donate or sell personal protective equipment (PPE) and volunteer to support the COVID-19 outbreak in Massachusetts. This effort will ensure that front line responders get the protective equipment they need to stay and push for more trained volunteers to join the response.

To inquire about COVID-19 testing, contact the Community Screening Line at (978) 946- 8409 to obtain a risk assessment of COVID-19, possible need for testing, and recommendations for next steps. Once a Doctor’s Order is received the following testing sites are available for testing:

Lawrence General Hospital

COVID-19 testing at Lawrence General Hospital drive-thru screening tent is open daily from 9 am - 5 pm. It is across the street from the Emergency Center on Prospect Street in Lawrence. A doctor’s order is required. Scheduling an appointment is no longer needed.

Holy Family Hospital- Haverhill Campus

COVID-19 testing at Holy Family Hospital drive- thru screening tent is open daily from 9am-5pm. It is located at the Haverhill campus on 140 Lincoln Ave. A doctor’s order is required.

Select Board issues Declaration of Emergency

The Andover Select Board at their virtual meeting on March 23, 2020 issued a Declaration of a State of Emergency for Andover to help Town officials most effectively address the impacts of the COVID-19 Pandemic. The Board authorized and directed the Town Manager, and all Town personnel to take action appropriate to respond to this situation. The Declaration of Emergency shall remain in effect until upon a recommendation of the Town Manager, notice is given by the Select Board, that a State of Emergency no longer exists. The Declaration of a local state of emergency provides Town leadership and public health and safety personnel with another tool to help the Town manage and respond to the broad impacts of the COVID-19 Pandemic in Andover. This declaration of emergency places the Town in a better position to promptly access and fully secure all available state and federal funding that may be available now or in the future to help pay for the costs of Andover’s response to the COVID-19 Pandemic, including Federal Emergency Management Agency (FEMA) funding.

The Governor’s advisory to stay home allows for taking walks outdoors; residents are encouraged to get some fresh air daily, while keeping a safe distance from each other. Popular public trail systems have been overwhelmed, making it difficult to maintain the 6’ separation; residents are encouraged to seek out lesser used trails, and bypass those that appear to have a lot of cars in the parking lot. Please note that all Town Playgrounds including those at Andover Public Schools are closed to the public until further notice.

Town of Andover Community Services Continues to Provide Services to the Elderly

The Town of Andover remains committed to providing services to vulnerable elders (those age 60 and above) through this public health crisis. To that end, the Department of Community Service in general and Elder Services in particular continue to provide a range of services in the community:

Food 

We are offering Home Delivered Meals to any Andover elder who feels that would be helpful. If you would like to be added to that program please call (978) 623-8320. We are waiving all eligibility requirements for the duration of this public health emergency.

Transportation

If you need assistance getting to the grocery store or pharmacy we can get you there. We are scheduling our large, handicapped vans to take no more than 3 people at a time, ensuring for necessary social distancing. For additional information call: (978) 623-8320.

Check-In Calls 

If you’d like someone from our office to check-in with you by phone we’d be more than happy to do so. We don’t want you feeling alone, isolated or depressed. Call us to get on that list: (978) 623-8320.

 Keeping Active 

In partnership with Andover TV a televised exercise program designed for elders will air each day at 10:00 am. Simply turn your television to Comcast Channel 8 or Verizon Channel 47.

Good Neighbors

Keep an eye on those in your neighborhood who may be elder or infirm. Consider adding their grocery list to your own when shopping, if they’re physically able suggest an outdoor walk with them while maintaining social distancing, or offer a home cooked meal. Town Offices remain closed to the public, as such the regularly scheduled Select Board Meeting will be held virtually, tonight, March 23, 2020 at 7:00 p.m. The meeting will be televised on Andover TV, Comcast Channel 22 and Verizon Channel 45. Members of the public who wish to ask a question on particular agenda items during the meeting can do so by calling 311 from their landline or cell phone within the geographical boundaries of Andover or by calling 978-623-8311 from anywhere or by emailing manager@andoverma.gov . Residents are encouraged to email their questions ahead of the meeting, however, staff will be available to present the Board with questions received during the meeting. Residents can pay bills online at any time at www.andoverma.gov/billpay. Bill payments or other town business can be dropped off in the drop box in the half circle driveway in front of Town Offices at 36 Bartlet Street. The Town of Andover will not add the demand fee on the Motor Vehicles excise bills that were due on March 19, 2020 until April 23, 2020.

Andover Confirms Second Positive Coronavirus Case

The Town of Andover has been notified by the Massachusetts Department of Public Health that a second resident has tested positive for the Coronavirus. The resident has remained isolated, and all contacts needing follow up are receiving appropriate support. Due to privacy requirements, no information concerning this case will be shared.

The Town takes this opportunity to remind residents that it is expected that positive cases in the region will continue to be identified as testing becomes more available. As these cases are identified, local public health officials in the area will be in contact with those persons to ensure that they are receiving appropriate care, and that any contacts are monitored. It is important to note that we expect new cases to be reported as this situation continues. Please remember that most cases recover at home and once they have recovered, they will no longer be under isolation restrictions.

Residents are encouraged to continue social distancing measures, practice good hand hygiene, and to stay at home if you do not feel well.

Excise Tax Payment Due Date Extended

In light of the Coronavirus situation, the Town of Andover will not add the demand fee on the Motor Vehicles excise bills that were due on March 19, 2020 until April 23, 2020. This will allow taxpayers additional time to pay their bill online, in the drop box located outside Town Hall or by mail.

Town Offices will be closed to the public until further notice, offices will be open by telephone and email. 

Beginning on Wednesday, March 18, 2020, Town Offices and administrative offices at 5 Campanelli Drive will be closed to the public. The offices will be staffed and services will be provided to the public by telephone, email, and by appointment if necessary.

Residents can pay bills online at any time at www.andoverma.gov/billpay. Bill payments or other town business can be dropped off in the drop box in the half circle driveway in front of Town Offices at 36 Bartlet Street.

Absentee voting applications may be found here. Voters can submit the absentee ballot application to the Town Clerk’s Office by mail or by email at TownClerk@andoverma.us. Questions can be directed to the Town Clerk’s Office by email or by phone at (978) 623-8230. Confirmed Presumptive Positive Case in Andover 

The Town of Andover has confirmed its first presumed positive case of COVID-19. The Health Division is in regular contact with the individual to monitor their status and condition. The resident has been following the recommended isolation protocols. The risk in the Town of Andover remains low. Due to privacy laws, no other information about the individual’s identity or location will be released.

The Town continues to recommend social distancing and avoiding large crowds. The Town recommends avoidance of public playgrounds, this equipment is not disinfected.

The Town encourages residents to be respectful of each other and their personal privacy and decisions relative to the precautions they may take in their own effort to manage their response to the virus.


The Town of Andover Coronavirus Emergency Management Team continues to meet on a regular basis to assess the potential impacts associated with COVID-19 and based on the information available is announcing the actions summarized below. The Emergency Management Team will continue to meet and is prepared to modify the Town’s plans and will continue to make decisions that will best serve the community. The Town of Andover and the Andover Public Schools wish to provide a community update on information related to Coronavirus (COVID-19).

Effective today, March 12, 2020, all programming at Memorial Hall Library is cancelled indefinitely. The library will remain open for normal services. All municipal services will continue until further notice and there are no changes to the public meeting schedule. The Community Choice Aggregation presentation scheduled for this evening at 7:00 PM in the Public Safety Center has been postponed.

The Andover Emergency Management Team will continue to meet regularly to monitor the situation and coordinate and deploy resources as needed. Public facilities will continue to be sanitized daily.

The Andover Health Division wishes to provide residents with recommended actions from the CDC to take to protect themselves and others from the illness:

  • Wash hands frequently, with soap and water, for a minimum of 20 seconds.
  • Use alcohol-based hand sanitizing gels and liquids if soap and water are not readily available.
  • Do not touch your eyes, nose and mouth with unwashed hands.
  • Try to avoid close contact with anyone who is sick.
  • When sick yourself, stay home to protect others.
  • Always cover your cough or sneeze with a tissue, and then throw the tissue in the trash.
  • Clean and disinfect areas and objects that are touched frequently, such as desks, phones, door handles, etc.
