The Department of Public Works is excited to be continuing the improvements of several water mains throughout town. Work began the week of March 22nd.
The project areas include the following streets:

- Rock O Dundee Road
- Castle Heights
- Joyce Terrace
- Elm Street
- Walnut Ave
- Carmel Road
- Lockway Road
- Linda Road
- Suncrest Road
- Smithshire Estates
- Beech Street
- Shawsheen Road
- Cuba Street
- Red Spring Road
- Moraine Street
- North Main Street
- Stevens Street
- Railroad Street
- Essex Street
- Ridge Street
- Pearson Street
- Rocky Hill Road
- Phillips Street
The construction may require some adjustments in neighborhood driving patterns; however, every effort will be made to minimize this inconvenience. There may be detours and delays. Local traffic and school buses will be allowed to access residences. Emergency vehicles will not be prevented from responding to calls.
There will be planned water main shutdowns, for which notices will be distributed to affected residents and businesses beforehand, and posted below. Latest Updates
Update: The Town of Andover’s general contractor will be extending working hours for the replacement of water main and water services in the Shawsheen area. Please note that construction hours will be 5:00 AM to 10:00 PM Monday through Friday starting the week of August 16th, 2021, and will continue until August 30, 2021.
Areas that will be impacted (see map):
- Moraine Street - All Residents
- Red Spring Road - Hse#9 to Hse#100
- Shawsheen Road - Hse#4 to Hse#79
We recognize that this has the potential to cause disruption, yet we are aiming to expedite much of this work prior to the opening of schools.
Update 9/1/21: The Town of Andover’s general contractor will continue to extend working hours for the replacement of water main and water services on Cuba Street from September 1st -3rd. Temporary paving is also scheduled for September 3rd (no school in session) on Red Spring Road which will require the road to be closed. Please follow detours. Note that construction hours will be 6:00 AM to 10:00 PM during this time. More updates on this work will follow in the upcoming days. We thank you in advance for your cooperation.
Update 9/3/21: Beginning Tuesday, September 7th, the Town of Andover’s general contractor will continue the replacement of water main and water services on Cuba Street and Red Spring Road from Cuba Street to Essex Street. Please note that the construction hours will be 6:00 AM to 2:00 PM.
Road closures and detours in the following areas will not be in place until after 9:00 AM in order to accommodate associated school traffic:
- Moraine Street
- Shawsheen Road – Smithshire Estates to Essex Street
- Red Spring Road – Cuba Street to near #86 Red Spring Road
Also, beginning Tuesday, September 7th, temporary water main will be installed on Smithshire Estates.

Update 10/20/21: On Thursday, October 21st, the Town’s contractor will begin water main replacement on Railroad Street. Work will commence on North Main Street at Railroad Street and continue down Railroad Street to the intersection of Essex Street. Traffic for Route 28 South and for Railroad Street, will be detoured onto Stevens Street, then to Shawsheen Road, Essex Street, Central Street, and back onto Main Street. Traffic for route 28 North will proceed through the work area. Construction hours will be from 7 am to 5 pm. Emergency vehicles will not be prevented from responding to their calls.
Update 10/29/21: On Monday, November 1st, the Town’s contractor will continue water main replacement on Railroad Street. Construction hours will begin at 1:30 am, with work to continue down Railroad Street throughout the day. Railroad Street at North Main Street/Entrance to Whole Foods is expected to be open by 7 am. Emergency vehicles will not be prevented from responding to their calls.
Update 11/2/21: On the night of Thursday, November 4th, the Town’s contractor will continue water main work on North Main Street. This will include a water shutdown of North Main Street (#232-250), Castle Heights Road, Joyce Terrace, and Washington Park Avenue (see map) from 10:00 pm Thursday, November 4th to 5:00 am Friday, November 5th (OVERNIGHT). The construction may cause some adjustment in driving patterns; there may be detours and delays. Emergency vehicles will not be prevented from responding to their calls. Update 11/18/2021: The Town's contractor will be performing water main work at the intersection of Whole Foods and Railroad Street which will require a road closure (see map), from 11:00 pm Thursday, November 18th to 6:00 am Friday, November 19th. *New Update 12/13/2021: On the night of Wednesday, December 15th, the Town's contractor will continue water main work on Elm Street. This will include a water main shutdown of Elm Street (#1-28), #1 Elm Square, Elm Court, and Chickering Court (#5-7) (see attached map) from 10:00 pm to 5:00 am (OVERNIGHT).
