[ARCHIVED] Proposed MBTA Monopole Towers

The Town of Andover has been notified of the proposed installation of three monopole communication towers on MBTA property in Andover.  The monopoles are proposed to be 74 feet in height, and would provide Wi-Fi service for the Commuter Rail.  The proposed locations of the monopoles are near or adjacent to:

  • 2 Burnham Road
  • 326 Ballardvale Street
  • 49 Haverhill Street

There is an opportunity to submit comments about the impact this project could have on nearby historic properties.  This comment opportunity is known as a Section 106 review under the National Historic Preservation Act.

UPDATE: MAY 24, 2017:  

The Town of Andover received notice from Ramaker Associates, the monopole project consultant, that the public comment period related to the Section 106 review for the proposed monopole project has been extended to June 23, 2017.  Any comments received by the Town will be compiled and submitted to Ramaker Associates and will also be forwarded to the Massachusetts Historical Commission in collaboration with our local Preservation Commission.

The Town also received additional documents relating to this project including: an Historic Property Impact Table, letters to and from the State Historic Preservation Officer, an aerial map that outlines historic properties in the viewshed, and complete Section 106 review notices.  All of these documents are available at

The Town is coordinating with MassDOT, MBTA, and Ramaker Associates to schedule a public meeting.  Details on that public meeting will be confirmed shortly. Once the meeting details are finalized, it will be posted on our website and sent out to subscribers of the MBTA monopoles newsflash. 

On Wednesday, May 31, 2017, the Andover Preservation Commission will be holding a special meeting at 6:30 PM to consider the impact of the proposed MBTA monopole towers on the cultural and historic areas in Andover. That meeting will be held at the Memorial Hall Library in the 3rd floor meeting room.

UPDATE JUNE 12, 2017

The Town of Andover continues to be actively involved in the proposed MBTA monopole project:

  • The Town Manager and the Board of Selectmen have sent a letter to Governor Charlie Baker and Secretary of Transportation Stephanie Pollack expressing the Town’s concerns with this project.
  • Following their May 31, 2017 special meeting, the Andover Preservation Commission has written a letter stating the adverse effects this project has on the historical properties in Andover.
  • On behalf of residents, the Town has already submitted over 150 comments under the Section 106 review. The Town will continue to provide comments to the project team before the comment submission deadline on June 23, 2017.
  • The Town has been notified of two additional proposed towers, one at Vale Trail near the intersection of Dascomb Road and Andover Street, and the other at or near 43 River Street. Those sites are currently being surveyed by consultants for the MBTA and if applicable, a new Section 106 review will commence once the project proponent provides notice.
  • Town officials continue to coordinate with the state and federal delegation on this matter.
  • The Town has not yet confirmed a presentation to the Town of Andover by the project proponents, but will continue to provide details and updates in advance of a meeting.
