A Town of Andover Special Town Meeting will be held on Monday, November 20th in the Richard J. Collins Field House, Andover High School, 80 Shawsheen Road. The meeting will start at 7:00 P.M.

The Finance Committee Report, which contains a summary of each article and the recommendations of the Finance Committee, Select Board, School Committee, and Andover High School Building Committee has been published and is available to view online. Click here to view the Finance Committee Report. The report will be mailed to all households no later than November 13, 2023.
This will be the first Town Meeting at which residents will vote by electronic voting device. Doing so will allow for faster votes, ensured accuracy, and anonymity. The voting devices will be distributed to voters at voter check-in. Voters can begin checking-in at 6:00 P.M., so please arrive early to allow time to park, check-in, receive your electronic voting device, and find your seat before the meeting is called to order promptly at 7:00 P.M.
The Town will provide additional information in the coming weeks about electronic voting, and residents attending Town Meeting will be given clear, user-friendly instructions on how to vote electronically.
Town Meeting will vote on seven articles, including whether to appropriate funds to pursue schematic design of a full replacement of Andover High School and/or schematic design of a renovation of the high school. Both schematic design options are two parts of the same article, which will allow for one discussion but separate votes on each item. The other articles include the following:
- Ballot Question on Open Town Meeting
- Property Tax Limit for Andover Residents Who are 65 or Older
- Retiree Health Care Premiums
- Town Meeting Speaking Limits and Time Clock
- Reduce the Speed Limit on Several Roadways Under Municipal Jurisdiction
- Establish and Report Key Performance Indicators of Vehicular Traffic Safety
The last day to register to vote for the Special Town Meeting is Friday, November 10, 2023 at 5:00 P.M. Residents may register to vote at the Town Clerk’s Office during regular business hours, which are Monday through Friday 8:30 A.M. to 4:30 P.M, subject to the November 10th deadline. On November 10th, on which day the Town Offices will be closed in observance of Veteran’s Day, residents can register at the Public Safety Center, 32 North Main Street, Andover from 8:30 A.M. until 5:00 P.M.
Residents with a license or an I.D. issued by the Registry of Motor Vehicles may also register to vote online by visiting: www.RegisterToVoteMA.com. Mail-in registration forms must be postmarked by the November 10th deadline.
Residents whose voter registration status is currently active do not need to re-register in order to vote at Town Meeting. To verify your voter registration status, click here.
