Chief Keefe joined the Andover Police Department in June of 1998. He attended the Lowell Police Academy and graduated in November 1998. Chief Keefe started his career in the Operations Division where he served as Patrolman, he responded to calls for service, completed initial investigations and traffic assignment. Chief Keefe was also a member of the Northeast Massachusetts Law Enforcement Council (NEMLEC) Tactical Police Force. Where he received additional tactical training in crowd control, emergency operations and special weapons. In January 2001 Chief Keefe was transferred to the Detective Division where he was responsible for investigating all major crimes which included, homicides, armed robberies, sexual assaults, property crimes and financial crimes. He served as Liaison Officer for the Merrimack Valley Check Fraud Association and the NEMLEC Detectives. He was responsible for networking and maintaining professional relationships with federal, state and local investigators. Chief Keefe was temporarily assigned to the Substance Abuse Unit within the Detective Division where he was responsible for the investigation and enforcement of the possession, sales, and distribution of narcotics.
In July of 2009 Chief Keefe was promoted to the rank of Sergeant. He served as a Shift Patrol Supervisor. He was responsible for the supervision of all Patrolmen, Detectives, Animal Control and Parking Enforcement personnel. He also served as Shift Commander in the absence of the Commander. Chief Keefe is also an Accreditation Assessor where he is responsible for the inspection of other police departments throughout the state and ensuring policies, procedures, rules and regulations are in compliance with The Commission on Accreditation for Law Enforcement Agencies (CALEA) guidelines.
Chief Keefe is a 23 year veteran of the United States Army. He received his commission through the ROTC program from Norwich University in 1990. He served six years on active duty where he deployed to Bosnia as a member of NATO's IFOR in support of Operation Joint Endeavor. For the Past fifteen years he has been a member of the Massachusetts Army National Guard. In 2004 he deployed to Iraq in support of Operation Iraqi Freedom. He currently holds the rank of Lieutenant Colonel and has been assigned numerous duty positions to include Battalion Commander, Battalion Executive Officer, Assistant Chief of Staff, Operations Officer and Brigade Executive Officer.
Chief Keefe graduated from Norwich University in 1990 with a BA degree in Criminal Justice and in 2003 he graduated from Western New England College with a MS degree in Criminal Justice. Chief Keefe has completed numerous training classes and seminars in Law Enforcement to include Homicide Investigations, Sexual Assault Investigations, Identity Theft, Police Executive Development Courses, FEMA Incident Command System and Advanced Crime Scene Investigations. Chief Keefe is affiliated with the following law enforcement organizations to include, International Association of Chiefs of Police, Massachusetts Chiefs of Police, NEMLEC, Essex County Chiefs of Police and Massachusetts Police Accreditation Commission.
