The Town of Andover will host a public forum on the Long Range Financial Plan on Thursday, October 23 at 7:00 PM in the Select Board Room at Town Offices, located at 36 Bartlet Street. The session will be led by Town Manager Andrew Flanagan and will include an overview of the fundamentals of municipal finance and the mechanics of the Long Range Financial Plan.
The Long Range Financial Plan was first introduced in 2016 and serves as the foundation for the Town’s financial planning activities. It is a dynamic, public-facing model designed to identify potential budget challenges, evaluate strategies to achieve long-term fiscal stability, and align the Town’s financial policies with the priorities of the Select Board and other governing bodies. The plan provides projections of major revenue sources and expenditures and is used to model the broader fiscal implications of budgetary decisions over a multi-year period.
In July, the Town administration began a comprehensive process to review the Long Range Financial Plan to ensure that the Town is positioned to meet community priorities and maintain fiscal stability in the years ahead. Town Manager Flanagan has led workshops with the Select Board, School Committee, and Finance Committee throughout recent months to consider factors that may impact the plan and discuss strategies that will guide the Town’s financial position over the next five years and beyond.
Residents are invited to attend the October 23 forum to learn more about the Long Range Financial Plan and provide input on potential changes to the plan. The session will be available to watch live and stream on demand through AndoverTV. Questions or comments about the plan may also be submitted in advance by email at LRFPinput@andoverma.us or by texting the Town through the Andover Insider texting program.
